First of all, I'm sorry to hear you didn't do as well as you'd hope you would, but 570 leaves a lot of room to improve so this is an opportunity.

It sounds like you have several weak areas that you need to work on. First is your Q score. 31 is not particularly high considering how many people out there get in the high 40s. Do you have any idea where your weaknesses are in Quant? If not, you should be evaluating your practice to find the weakest topics and work on strengthening those. Second is the timing issue. Timing has a significant penalty and you should do your practice timed so you can get used to the pacing.

Sorry if these are general suggestions you've heard before, but without more details into your previous studies, it's hard to determine the best strategy for your next attempt. What materials are you using and what practice tests did you take?

As you mention, your problem isn't quant skills, but self discipline and pressure. So you need to work on these issues mostly.

Maybe you should try to do lots of practice, and pace yourself. Don't take more than 2 minutes for a quant problem but instead of using a stopwatch, use a timer (the kind that sounds a bip once the time is over). The advantage of a timer is that you can put it away and don't look at it at all while solving the problem. Once it bips move on, and try to be in time for the next question. After 500 questions you'll have the inner automatic feel of the time you have for each question.

In the real exam, turn off the clock by clicking on it, and just follow the natural pace you already should know quite well.
