answer should be (B)

Clearly 1 is not sufficient

6y^2 + 4x^2 = 22

=> 2(3y^2 + 2x^2) = 22
=> 3y^2 + 2x^2 = 11

The question can be reduce to 3(2x^2 +3y^2)

Using the info we found from (2), the value will be 3x 11 = 33.

Hence, (B)
