GMAT: 670 Q48 V34 re-take? Please Help

I want to apply to the top 10 school in the US.

I have a GPA of 2.6 Econ major
Worked 4 years in one of the Big 4 + 3 years at the World Bank

Should I re-take the GMAT?

I'll be frank, in terms of academic accomplishment, you're below the average for top 10 B-schools. Unless you have some spectacular accomplishments or under some very unusual positive circumstances, I do believe getting in these schools will be a reach.

So yes, I would strongly recommend a re-take, like how I see myself.
