1. The thirteen original British colonies in North America, each had a written charter that set forth its form of government and the rights of the colonists.

2. The thirteen original British colonies in North America, each of them had a written charter that set forth its form of government and the rights of the colonists.

3. The thirteen original British colonies in North America, each of which had a written charter that set forth its form of government and the rights of the colonists.

A note: Each of which makes third one a relative clause and each of them makes second as an independent clause.

My reasoning: The sentence Three being formed using relative clause leads to subject (The thirteen original British colonies in North America) without a verb.
Question: 1 is correct Two is not correct I believe but How about third one ? Cn we make a sentence like this ?

What is the source of this? The sentences seem incomplete....in sentence 1, I think there should be a clause describing the colonies before "each had...". Sentence 3 could be correct; but in the original sentence there would be a clause describing the colonies after the clause with "each of which"
