E is correct.

Actually checking for parallelism eliminates A and B, because 'in part' is not parallel with 'partly' for the next part of the phrase.

Now you can make a mistake and eliminate E here because the phrase is not 'partly because', but this is a GMAT trick! The word 'partly' is enough for the two phrases to be judged parallel!

C and D have the same problem. They are passive and awkward. The 'because' forces the verb to be awkwardly placed, and in the wrong verb tense also.

E is the right choice as it is grammatically correct, concise and active.
