(1) m is a two-digit number with equal tens and units digits.
(2) m - z is divisible by 11.

It is obvious that (1) and (2) alone are not sufficient.
(1) alone means m is divisible by 11.
Combine both the statements and check.
We then get that z is divisible by 11.
Note that 0 is divisible by every other integer apart from itself.

The correct answer is hence (C).
