1)

if x=1 then y=11 - 6 is not a factor of y
if x=2 then y=18 - 6 is a factor of y
insuff


2)
insuff since we do not the relationship with y


combined

x=2,y=18 satisfy 1 and 2
x=8 also satisfied

No infoa bout Y. Hence INSUFF

Combining:

y-4=7x
Subtract 2 from both sides
y-6 = 7x-2
y-6 = multiple of 6
Hence y-6 is a multiple of 6
If y-6 is multiple of 6, then y is a multiple of 6.
