Hi @aj5105

A - incorrect because "..cite an obstacle ...." and use of "...being..." -> passive construction

B - incorrect because "concern" should modify "...bank loans will help foreign....." and not "congressional passage"

C - Correct because "...cite As an obstacle " and " the concern that bank loans..."

D - It seems to be run-on...and further C seems to be better than D

E - incorrect because "...as an obstacle FOR congress....". "Obstacle TO" is correct usage
