i narrowed it down to 2 choices, but made a mistake afterward.

can you explain why (A) is a better answer than (C).

Thanks, Gurpinder. IMO, the answer is 'A' because, in choice 'C', economy is singular, and have been... is for modifying something in the plural.

I agree with tomada.

Personally, I compare the relevant choices together and identify the differences. Often times there are slight differences.

Another way to catch the error with C is analyzing the idiom "as weak as". Usually this is used "as weak as noun" not "as weak as has/have"
