Prob with D is usage. Due to can replace only "caused by" and not because
for instance, the match was postponed due to rain is incorrect
the match was postponed because of rain is correct.

I have a confusion with A.

The sentence seems in subjunctive mode.

So 'will' should not be there.

E.g.
The mother ordered the boy that he go to hospital.

Similarly here :
analysts have been predicting for weeks that the target be raised again in November.

Please clarify.
