Responsibility for - Cabinet is responsible for the welfare of its fellow citizen. (noun)
Responsibililty to - I have the responsibility to take care of my children (verb)
Responsibility of - REQUEST SOME EXPERT TO HELP

It is idiomatic to say "responsible for" and unidiomatic to say "responsible to".
