IMO A

"less" is appropriate with dollar amounts ($200).

In C, the modifier "in the united states" is ambiguous.

Whether European countries spend amount in the USA or the gov spends in the USA.

Any choice that has "like" introducing an example is incorrect - eliminate B and D

Any choice that uses "fewer" instead of "less" is incorrect. FEWER is for countable items. Money is NOT considered countable unless you are saying "Fewer coins" or "Fewer nickels" - eliminate C and E.

This leaves A. I don't see any error in it either, sorry :(

Theoretically ofcourse yes. But when you are talking about money, you will never say "I have 200$ fewer than him." You always say "I have 200$ less than him."

Here's a quote from a reliable grammar website:
When referring to time or money, less is normally used even with numbers. Specific units of time or money use fewer only in cases where individual items are referred to.

Examples: I have less than an hour to do this work.

I have less time to do this work.

I have less money than I need.

I have less than twenty dollars.

He worked fewer hours than I did.

The only occasion in which you might say, "I have fewer than twenty dollars," would be when you were talking about specific dollar bills or coins, such as "I have fewer than twenty silver dollars in my collection."
