E is the answer that maintains parallelism. to provide, to create are parallel with the not-underlined portion (to disclose) of the sentence.

2 ways of writing it:

1. to X, y and Z

2.to x, to y & to Z


This one follows second pattern.

You all are right.
OA is E.

I agree that other choices are not maintaining parallelism.

But in E also, I am seeing a missing 'that' for the parallelism

Please see

to provide free cashing of government checks, and to create basic savings accounts that carry
minimal fees and that require minimal initial deposits.

I think the above second 'that' is must to make the parallelism.
