Lawmakers are examining measures that would require banks to disclose all fees and accountrequirements in writing, provide free cashing of government checks, and to create basic savings accounts to carry minimal fees and require minimal initial deposits.

(A) provide free cashing of government checks, and to create basic savings accounts to carry
(B) provide free cashing of government checks, and creating basic savings accounts carrying
(C) to provide free cashing of government checks, and creating basic savings accounts that carry

E is the answer that maintains parallelism. to provide, to create are parallel with the not-underlined portion (to disclose) of the sentence.

2 ways of writing it:

1. to X, y and Z

2.to x, to y & to Z

This one follows second pattern.

You all are right.
OA is E.

I agree that other choices are not maintaining parallelism.

But in E also, I am seeing a missing 'that' for the parallelism

Please see

Lawmakers are examining measures that would require banks to disclose all fees and accountrequirements in writing,
to provide free cashing of government checks, and to create basic savings accounts that carry
minimal fees and that require minimal initial deposits.

I think the above second 'that' is must to make the parallelism.
Please share your thoughts.
