The correct idiom here should be "responsible for" and not "responsible to"...Hence B

"Reponsible to" is not always incorrect. Can someone write about the usage of RESPONSIBLE ? When should we use responsible to, and when we use responsible for ?

You are responsible for actions e.g. Government is responsible for the well being of the citizens

while you are responsible to a subject i.e. The cabinet is responsible to the government.

Responsible for and responsible to have different meanings:

The CEO is responsible for leading the company = The CEO is obligated to lead the company.

The CEO is responsible to the shareholders of the company = The CEO reports to the shareholders.
