Since you have already posted it, I will try and answer the question...

C & D out of the window as they are not parallel.
A 'to exhort black men to join' usually suspect to...to, for...for...etc. ( i have deviced this... could be wrong....)
E sounds good.. has elements of parallelism correct.
the only choice which comes close i guess is B however "and he" seems wrong.. why do we need the subject here...
