Mandate is a subjunctive mood verb. It must be followed by "be", and you cannot use the word "should". These are just rules - you need to know them.

This rules out B, C and E

A. "assured all children who have a reading problem" , you need to refer to this set with a preposition in this kind of usage. "all those children who have a reading problem". The preposition is missing and makes this incorrect.

D. "also assured children with reading problems..." perfect. It removes the "all" and uses "with problems" correctly.
