increase in 95 =(1000+10x)y/100 = 10y+0.1xy
no in 95=1000+10x+10y+0.1xy=1000+10(x+y)+0.1xy

now a is not sufficient
b says x+y+(xy)/100=9.2
means 10(x+y)+0.1xy=92
means 1000+10(x+y)+0.1xy=1092 so answer b.
