Little correction, the correct answer is D.
The correct structure to follow here is S does not contain X, Y or Z

(A) or nothing that has been NOT NOTHING DOUBLE NEGATIVE
(B) nor anything that was WRONG: S does not contain X, Y or Z
(C) and nothing that is WRONG: S does not contain X, Y or Z
(D) or anything that has been CORRECT
(E) and anything WRONG: S does not contain X, Y or Z

I rewrite the sentence as follows:

The commission has directed advertisers to restrict the use of the word "natural" to foods (that do not contain color or flavor additives, chemical preservatives) or (nothing that has been synthesized)
