And looked at in the context of the sentence,

part1-Fox hunting continues overseas.
part2-Fox hunting is outlawed in England.
part3-Fox hunting could be brought in by the new party.

"Though" introduces contrast.
part2 is in contrast with parts 1 and 3. This is rightly represented in option E.

I want to add a rule that i learnt yesterday in addition to the ones stated by others.
In the given statement, it is given that Fox hunting is already outlawed in England. Which means it is simple past. But in the answer choice C, "has been outlawed in England" means that the fox hunting is recently outlawed in England. which is Past Participle form. This is wrong usage.

Please let me know if my approach is right, as i am new to SC solving.
