Here, rate of increase in 1980's is to be compared to the rate of increase in the 1970's

A) rate of increase [ROI] is compared with 1970's - wrong
B) correct. as..as used correctly. 'it' refers to the "rate of increase of minority population", "in the 1970's" "in the 1980's" - paralellism
C) twice what it was - awkward
D) no parallelism
E) same as A

whats the OA?
