It is ironic that the innocent passenger should suffer for the driver's carelessness, while the driver often suffers only minor injuries or none at all.

A is the answer. "It is ironic that the innocent passenger should suffer for the driver's carelessness, while the driver often suffers only minor injuries or none at all." What if the driver was not at fault? I.e. another car caused the accident. For the reasoning to be true, most automobile accidents must be caused by the driver in which an occupant is killed. A states this.

I also agree - IMO A

The passage states that, "it is ironic that the innocent passenger should suffer for the driver's carelessness".

It sounds like the assumption is that in such accidents the accident is the drivers fault not the passenger's.
