Lets consider the two sides are 9 . The third side has to be greater than 0 or the 3 rd side will have to be at least 1 to form a triangle .(Considering all integer values )
The perimeter will be greater than 18 . Also if we choose two different numbers for the two sides the perimeter will be greater than 18 .
Sufficient.
2) Two sides are more than 10 .
The two sides itself are will sum more than 18 and the 3rd will have to be at least 1 to form a triangle .
Sufficient.

1) two sides cud b 8.2 - 16.4+1=17.4 < 18
cud b 9 - 18+1=19>18 sometimes yes somtimes no, not suff.
2) two sides are > 10 therefore two sides themselves contribute to more than 18
hence suff.
