Which is begins a descriptive phrase and needs a comma to come before it.

in my experience on the GMAT the answer is yes except when used in a phrase such as "one of which". You do not however put a comma before that.

This is because which is used to simply add additional information to a description while "that" is used to add information that is essential to defining the thing being described.

Why B is INCorrect??
According to me, Structure of A: <subject> , <modifier> , <modifier> , <Object>
How can 2 modifiers in between is preferable to B's present participle 'symbolizing'??

(A) that some Blacks return to Africa, the land that, to him, symbolized the possibility of freedom
(B) that some Blacks return to the African land symbolizing the possibility of freedom to him
