Why perfect tense is used in this sentence......I opted for Choice A....

Perfect tense is required to show the time difference between two events.

had occupied and fortified in 886 -> 1st event
had not won the loyalty of its citizen -> 2nd event (occurs at the same time of 1st event)

Danes used this weakness in 893 -> 3rd event (post to the 1st and 2nd event)

Since 3rd event occurred later compare to 1st and 2nd therefore, we have used simple past tense for it whereas 1st and 2nd should be represented by perfect tense.

Hope this clears your doubt.

If I understood correctly,
past perfect should be used only when sequence of event in not clear, but in the above sentence there is no ambiguity in the sequence due to time period, so not sure if use of past perfect is correct ?
