i would say D & E are 'run-on' sentences, as the usage of which / that for 'restrictive / non-restrictive' clause is deemed controversial as per OG12 SC10.

AND in option B properly connects two independent clauses and hence correct.

that number - > (adj) (noun)

I think 'that number' refers to 'more than 40 news papers'
