Can any one say what them refers to procedure is that correct?

the nouns in the s/c are : demand,procedure and laws
since the first two are singular and them is a plural so its unambiguosly refering to laws

B and C has llelism issue
D and E has unparalleled tense

Just to add - 'as well as' CANNOT be used in the sense of AND

So D & E is wrong

when should "as well as" be used?

I can run and walk, as well as sing.

Here i talk about RUN and WALK together, and since 'sing' is a different activity but of equal importance i use 'as well as'

(the usage of 'as well as' is there in one of Ron's posts in this forum. Cant get hold of it now...)
