Since 1993, when it passed a referendum approving casino gambling, the town of Riverside, Missouri, was using casino tax revenue to improve its streets, sewers, building, and other public works.

(a) approving casino gambling, the town of Riverside, Missouri, was
(C) approved casino gambling, the town of Riverside, Missouri, had been
(D) approving casino gambling, the town of Riverside, Missouri, had been


Book explains about C - incorrectly changes the active participle approving to passive participle approved

What is the source ? and as far as I understand none of the options are correct .

D certainly can not be the correct option .

Reason :

Since 1993 - shows the action stared in past and has not yet completed or the effect of the action is still there .

So use of Past Perfect tense HAD BEEN is incorrect and Present Perfect Tense should be used HAS BEEN .

Also if we consider D to be correct then

(1) Passing of referendum will be the recent event .

And

(2) using casino tax revenue to improve its streets, sewers, building, and other public works - will be an event that occurred before the passing of referendum .

Dose not make sense .

Please correct me if I am wrong.

It should not be 'had been' it must be 'has been'. What about other choices? Please mention all the choices and also please post the source.
