One report concludes that many schools do not have, or likely to have, enough computers to use them effectively.

the question tests parallelism and use of nor/or. I agree we should use nor however, i think you missed the parrallelism part......to keep parts parallel we cant just have "nor" we need "nor are " because it is parallel with "many schools do not have "

I agree. And (maybe this goes without saying, but I figured I'd throw it out there anyway) of the two "nor are" choices provided, E can be eliminated because "nor are not" is a double negative.
