This is a comparison issue .

Need to compare people in with people in western countries .

(A) most Western countries
[elderly people compared with countries , eliminate]
(B) most Western countries do
[elderly people compared with countries , eliminate]
(C) most Western countries are
[elderly people compared with countries , eliminate]
(D) they do in most Western countries
[THEY clearly refers to elderly people , but elderly people themselves dont do any thing they are treated with respect by other .Changes the meaning, eliminate ]
(E) they are in most Western countries
[Correct , THEY refer to elderly people ]
"Know thyself" and "Nothing in excess"
