Last line of the para says classic was incompatible with the modern values of .... I think we can infer it had no such inherent values and so D SOUNDS CORRECT

Ketcham,in his book, tries to justify the classical conception of leadership. According to this concept, this kind of leadership opposes partisan views and is against political parties.

But if they are against political parties, how can opposition parties exisit. In a democracy, if opposition parties do not exist how can they debate, argue and voice opinions on issues that the ruling parties have. If only a single party exist, there will be no room of public debate. So the author essentially says that by supporting the classical concept of leadership, ketcham is undermining the positive effects of its decline such a freedom of expression and opinion which are prime qualities of a democracy.

But I am bit wary about the term "democracy" you used. Its no where mentioned in the passage.
