The settlements were built with structures were connected.

Question: Why is this incorrect?

If I rewrite the sentence as follows,

"The settlements that were built with structures were connected. or

The settlements built with structures were connected."

will these be correct?

Its difficult to understand unless you give the complete sentence or the context in which you are speaking .

Any ways , I will try to answer your query .

The settlements were built with structures were connected.


Now the auxiliary verb were is not necessary when you already have a working verb connected in the sentence hence the sentence in itself is a bit wordy .
The settlements that were built with structures were connected. or

The settlements built with structures were connected."
Both the above sentence contain the same error so not really sure if at all any of them are correct .
