Building large new hospitals in the bistate area would constitute a wasteful use of resources, on the basis of avoidance of duplicated facilities alone.

(A) on the basis of avoidance of duplicated facilities alone
(B) on the grounds of avoiding duplicated facilities alone
(C) solely in that duplicated facilities should be avoided
(D) while the duplication of facilities should be avoided
(E) if only because the duplication of facilities should be avoided

My guess was B as well.
Can someone explain reason for E being correct?
It looks a little awkward with "if only because".

IMO B

on the grounds of avoiding duplicated facilities alone <- seems concise and clear than other choices...

I think ans should be B.
In E, usage of "if only" and "because" is redundant

Well, I would say D or E are the only possible answers.

You can't say "avoid...duplicated facilities" because it could mean simply "not <physically> go to the new facility".

You are avoiding the duplication <itself> -i.e. the act of building the new structure - as wasteful.

D is then eliminated - using "while" here doesn't make sense.

We are talking of an event that is yet to take place. Dupliacted is wrong tense. Wrong usage of while the subordinate conjunction in D as it is used to compare simultaneous events.
