firstly sub is the rise and therefore verb shud be indicates singular

secondly therefore that doesn't go together ....either of them cud have worked

so B is correct

Agree with girish.

I learnt from one of Ron's posts that the second 'that' can be omitted only when the 2nd idea cannot stand as a fact by itself.

In option B the 2nd idea 'and therefore the opportunities are ripe for extremist groups to exploit the illegal immigration problem' can very well stand as an idea by itself and hence need not be considered a part of what the 'rise in negative attitudes' indicated.

While option C corrects this by including the 2nd 'that', thus making it clear that the 2nd part is included in what 'the rise of negative attitudes' indicated.
