[spoiler]This question is already discussion in the forum. The OA is E. But there is a formula that a noun should come after the second AS. Here we have ARE, which is a verb. How will it become right? Any explanations?[/spoiler]

as many as is just a comparison statement and can be used in any form, here it is used as an adverb,

8milion people is as many as the people are enrolled

why E can be correct?

abhishekdrolia, I'm still not convinced. I read somewhere that there should a noun after the second AS.

E is correct.

as many (people) as are enrolled in....
the noun: people is implied (ellipsis)
