I can't find anything wrong with A. OA is C, which doesn't look wrong either. But why is A wrong?

B is wrong because parrallelism after "that" is not there- NOT SURE
C is Correct
D is wrong because "prohibited that" is not a correct idiom
E is wrong because "being" is used

A is wrong b/c "chemical be prohibited from sale to other countries" should be "chemical be prohibited from being sold to other countries", needs to be passive voice.

"be prohibited from" is OK because "directive that..." can be subjunctive.

"prohibiting that" required "be" if "prohibiting that" is correct. D is out

"directive that" required "be".E is out

check the meaning logic

"countries that was banned" is not logic. B is out

A is wrong (according to Ron) because the idiom is "prohibit sb from doing st" "sb is prohibited from doing st". the idiom is not that "sb is prohibited from NOUN"
