My pick is E). My translation of the sentence is pinelands land values rose as fast, even faster than land values rose outside the pinelands.
What they did = land values rose

The correct answer is D). With D) in the sentence, my translation is pinelands land values rose as fast, even faster than land values outside the pinelands.
Those = land values

It seems to me that the rising of land values at one place is being compared with the land values at another place. In my opinion, the comparison isn't logically sounds.

D is correct.
THOSE refers to Landvalues and hence comparison is correct.
In E "what they did" is not required.

Notice there is a missing comma after "than." That's the first mistake. Now, imagine the comma were there and remove that modifying clause:

"Last year, land values in most parts of the pinelands rose almost as fast as what they did outside the pinelands. "

Now remove preposition "of":

"Last year, land values rose almost as fast as what they did outside the pinelands."

Correct idiom is:

as fast as
OR
so fast that

Also, D has the correct structure wherein if the sentence within the comma is removed, it still makes a complete sentence.

Therefore D is the right answer.

“Than” is the clue word for comparison.

Land values of the pinelands….compared with…..land values outside the pinelands.

Land values---Plural. So we have to use “those”.

they refer to "pinelands" not to "land values".

but dont we need a VERB in the second part?
