Added to the increase in hourly wages requested last July, the railroad employees are now seeking an expanded program of retirement benefits.

(A) Added to the increase in hourly wages requested last July, the railroad employees are now seeking an expanded program of retirement benefits.

I disagree with you.
wages (sub)-- "were' (verb) no issues with SUB-VERB agreement.

D is gramatically correct.
Only issue with D is .. it distorts the orignal meaning of the setence.


In addition to the increase in "hourly wages that were requested last July"

--> means.. increase in --> modifies "hourlly wages --->that were request in JULY" not "hourly wages" that request in JUN/AUG.

here "increase" modifies "hourly wages of only July month"

E .
--> increase in hourly wages requested last july
"increase <in hourly> wages" requested in last july.


I hope it is clear now.

E is the best

D is wrong as Subject is INCREASE ... instead of wages and verb was should be used...

E is also more concise and Clear...

IMO,

you can intrepret the setence in two aways..
with subject "increase".. were requested.
also increase in "wages" that were requested (sub-wages)

It is ambigous..and has multiple meanings.. obviously D is wrong.

Ain't D and E both have the issue of misplaced modifier?
Just after the first comma we should have the "expanded program of retirement benefits".
EMployee can't be in addition to "an increase in hourly wages"!!!!

Please comment if I am wrong
