I'm not familiar with this rule you pointed out...is that idiom in Manhattan or official guides?

The question is, what subject does has/have belong to? "Minnesota", or "states"? "That" indicates an essential modifier, and I believe it's modifying "Minnesota", but it's a misplaced modifier. It's located next to "states", which is causing this confusion. I'd re-write to "Unlike the other forty seven contiguous states, Minnesota still has a sizable wolf population."

If you ONLY had the choice of has/have (unlikely since on SC, you change whole portions of sentences), then I'd go with "have", because you can not have a misplaced modifier in a correct answer.
