Explanation for E is that the sentence construction is awkward. Would it be correct if it were to say 'No matter how scientists have determined to measure'?

Thoughts?

not agree with E, because if we need a present tence to be used in this sentence. Present perfect seems to indicate the action that has place in the past, while conditional prase should be refered to future.
IMO.

"No matter how have scientists" is the definition of awkward :)
