A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.
Underlined Portion:

It should be "reduced........are allowed"
OG says that becasuse the effect is continous, we should use "are allowed". However, chapter 7 of Manhattan SC says the opposite, we should use "had been" to indicate continous effect.
Also, Manhattan Sc says that if the one of the two past actions affect the other, "had+participle" should be used. Here, the agreement has an effect on dumping, and dumping is affected by the agreemnet.
Please help .
