It may not matter to the adcoms, or it may underscore a concern raised elsewhere in the application. In other words, it depends on your application as a whole. Whether, and how much, it will matter will vary because adcoms will look at it in the context of your overall application.
For example, if you have a solid GPA with consistently strong grades in quant courses and everything else is relatively appealing, then pulling a GMAT up over 700 on the third try from, say, mid 600s will be a plus, and in the overall positive context the three efforts won't likely elicit any negative notice. On the other hand, if your GPA is borderline and you raise your GMAT to a competitive level after two other tries that are quite low, then the three tries may raise concern. These are only two scenarios, but I hope they give some indication of how to view the situation contextually.
