The diet of the ordinary Greek in classical times was largely vegetarian--vegetables, fresh cheese, oatmeal,
and meal cakes, and meat rarely.
(A) and meat rarely
(B) and meat was rare
(C) with meat as rare
(D) meat a rarity
(E) with meat as a rarity

IMO E

vegetables, fresh cheese, oatmeal,
and meal cakes
were together in the list and then we have to separate meat from the list, which is done by C and E only.

Now the problem of as rare or as a rarity can be solved by knowing that rare is an adjective and rarity is a noun.
