Let's simplify some things first.
.0015=1.5/1000=3/2000
.03=3/100
3/2000*10^m/[3/100*10^k=5*10^7
3*10^m/2000*100/3*10^k=5*10^7
The 3's cancel and you're left with:
10^m/2000*100/10^k=5*10^7
10^(m-k)/20=5*10^7
10^(m-k-2)=10^7
m-k-2=7
m-k=9
Remember that x^n/x^m=x^(n-m)
