Here bold words are parallel. If you use "to" then it will be an infinitive. You must have both infinitives or none when you are testing for parallelism.

So can we have both infinitives here? No. Because "suggested" will force command subjunctive and hence, we cannot use an infinitive or any other forms of verb.

D seems to be the correct ans here as it uses the correct parallelism marker "suggested that" --"and that".

Y: still not to ignore standard indicators.

Here the two subordinate clauses should have parallel subject and form, that requires us too duplicate that and they.

Now Y is complete clause and run on sentence as created in option A is resolved.

After going through all the comments again, I guess, I got the answer. In the sentence, there are many prospect nouns before "ignore standard indicators," making it difficult to say who should not ignore. Pronoun 'they" clearly refers back to traders, as it's the only plural noun. Now if we place "they" then the clause after 'but' needs a 'that' to make it parallel with the previous clause. Hence, C.
