a- instead stifling functioning - awkward construction (''instead of'' is the correct idiom. Not sure you could use instead by itself.)
b- Clear - correct
c- rather than is the correct idiom (plus i personally don't like ''being'' in sentences)
d- 'there' in the sentence refers to what???
e- instead, its functioning has been stifled by various government regulations restricting the hiring and firing of workers - is a new sentence where its refers to what? Moreover I am not sure whether this sentence can hold by itself.

Okk this was a tricky one.
I have 2 doubts with option B
1. what does "it" in sentence B refer to.
2. the sentence after instead is written in active voice and uses "has been" which is mostly used when the sentence is passive.

Only E uses "has been" correctly as the sentence is in passive voice. But then I'm not sure what the "its" refers to.

And using the same POE for A,C&D (which rohangupta83 used) I shortlisted E as the answer.
But it would be better if someone could give a more solid explanation for the answer.

I chose 'B' as well as some of us but 'E' is the OA - and the explanation from MGMAT is ....as follows

(B) This choice incorrectly uses a comma to connect two independent clauses, thus creating a run-on sentence. Two independent clauses must be connected either by a conjunction, such as “and” or “but,” or by a semicolon.

(E) CORRECT. This answer choice correctly uses the semicolon to connect two independent but closely related clauses. In addition, the pronoun “its” clearly and unambiguously refers to the “labor market.”

i dunno how the MGMAT explanation makes sense but I eliminated B because it changes the meaning in a subtle manner.
