I think A. It's a little wordier, but nothing wrong.

B - perfect tense is needed, so wrong
C - same as B
D - changes the second half to subjunctive "predicted that the target be raised", which is not right. What was predicted? --> that the target WILL be raised; if they "have recommended/asked/suggested..." then maybe BE is ok
E - same as B

"because of ..." wins over "due to ..."
