condition 1) means x+y is less than 1 because when a is positive integer greater than 1 the only way to make it less than 1 is to have negative power.
Same is implied by condition 2).

However we cannot deduce anything useful from x+y being negative for the question because we do not know the sign of each x and y.

Hence IMO E
