E IMO due to parallelism.
A --> "required of cyclist" and "it granted" is incorrect.
B --> "granting" is not matching with other verbs.
C --> "granted" doesn't match with "mandating", "requiring" etc.
D --> "mandating" doesn't match with "granted"
E --> "mandated", "required", "granted" are all matching.
