According to the Better Business Bureau, if you fail to advertise the highest price in a range of prices for a service or product as prominently as that of the lowest, it violates the New York Consumer Protection Law.
(A) if you fail to advertise the highest price in a range of prices for a service or product as prominently as that of the lowest, it
(B) if one fails to advertise the highest price in a range of prices for a service or product as prominently as the lowest price, it

IMO A.

B, I think does a an incorrect comparison, compares highest vs lowest price, where as it should compare the prominence of advertising for high/low prices
C,D,E i think contain dangling modifiers.

A) is incorrect since "it" cannot refer to "fail to advertise".

So answer choices A) and B) are out.

Among choices C), D), and E), C) I think it's C).

Idiomatic sequence of words "as prominently as"

what about the comparison?

in C, we compare "advertisement..." with "lowest"

this sentence has 3,2 split.
"to advertise the highest price" in A,B,C and "to advertise as prominently the highest price" in D, E

D, E change the meaning
"it" has no logical referent in A, B
So, C is correct choice
