IMO E

coz in (D), the correct usage should be "increases the likelihood of"

I choose D as well, but think E is correct. I think "that....will" is needed here: subjunctive mood?

I did not chose e because -

likelihood - not certain..
will - certain to happen

IMO D that is not needed here 1000 SC has many wrong answers
